West Virginia has limited options within the state exchange, including:

Companies to Offer Health Insurance Plans for West Virginia in 2017
There are still only two options available, but CareSource has announced that they will be extending their coverage throughout the state, giving an additional option to those that only have Highmark available to them on the exchange. There are several carriers that are available outside the exchange though including Aetna, Celtic, Freedom Life, and Health Plan of the Upper Ohio Valley.

West Virginia Plan Rates Increase in 2017
The rate increase proposed for Highmark, the most common selection, was submitted at 32%. For a state that already has one of the highest rates in the nation, this will be a steep increase. It will impact residents that would prefer to purchase their coverage from the public exchange or those that do not qualify for subsidies.
